Heroes Fugitives question?

after watching last nights episode 'Cold Wars', in which Noah is captured and Matt interrogates him, my question relates to the ending. When Noah meets Angela on the park bench and says that he's managed to get the Hunter to trust him, does this mean that Angela and Noah are working to bring down Nathan and the Hunter's operation. Are Angela and Noah trying to redeem themselves after Primatech, therefore Angela is leading with Noah as a double agent. I found the ending open to interpretation and this is what I think is happening
