Saudi Arabia: Why are execution numbers lower this year (2009) than in the past?

Good if it is lowers as the years goes by. The reason maybe is much police visibility that criminals can not execute their planned crimes. Also, people are now much aware of the penalty and punishments and they are afraid to experience the same fate, or the government have implemented a good information and programs that keep away people especially the young ones to stay away from drugs and other vices that results to crime increases. The judgment procedures as I look at it are still the same in its implementation, nothing changed.
